August 25, 2023 authorizing funds for the Alaska Gateway, Yukon                                                                 
Flats, Copper River and Kuspuk Regional Education Attendance                                                                    
Areas (REAA) as the result of severe flooding from ice jams and rapid                                                           
snowmelt, with an accompanying letter, was received pursuant to AS                                                              
26.23.020. The declaration, letter and finance plan had been copied to
